What changed under Germany's Skilled Immigration Act

Germany introduced changes under the Skilled Immigration Act in phases from November 2023, March 2024 and June 2024. The goal is to make immigration easier for skilled workers with recognised qualifications, vocational training and practical professional experience.

EU Blue Card Germany

This route is mainly for university graduates and highly qualified skilled workers. It is not the correct route for every job.

Germany Opportunity Card

The Opportunity Card, also called Chancenkarte, allows qualified jobseekers from outside the EU/EEA to enter Germany to look for suitable work.

It can be accessed in two main ways:

  1. Direct access for recognised skilled workers
  2. Points-based access for other qualified applicants who meet basic requirements

For the points route, applicants usually need a recognised foreign qualification or qualifying vocational training, plus German A1 or English B2 language skills. The applicant must score at least six points.

The Opportunity Card is normally issued for up to 12 months. It can allow secondary employment up to 20 hours per week and short work trials, according to official guidance.

Recognition and qualification measures

Since March 2024, Germany has expanded residence options for recognition of foreign qualifications. Qualification measure residence can be issued for longer periods, and permitted secondary employment has increased.

This matters for nurses, technicians, regulated professions and skilled workers whose qualification needs recognition before full employment.

Western Balkans Regulation

Germany's Western Balkans Regulation gives eligible nationals from Albania, Bosnia and Herzegovina, Kosovo, Montenegro, North Macedonia and Serbia access to the German labour market for many non-regulated jobs. Official German guidance says the regulation was extended indefinitely and the annual quota increased from June 2024.
